Issues for resolution

UNISON members instructed the branch to issue the following mandate to the Trust and insisted they were resolved by Friday 11th October. After negotiations with the Trust last week the branch can report the following:

                                                                               

  • Revoke the instruction of only allowing staff to book 2 weeks annual leave and adhere fully to the current policy and local agreements.

 

David Williams agreed to rescind the letter and apply the current annual leave policy, it was also agreed to review the policy in due course.

 

  • Agree to negotiate a new YAS wide PTS meal break policy.

 

The Trust has agreed to negotiate a policy and discussions are taking place the final proposal will be put to members shortly.

 

  • Revoke the changes to the AVP as outlined in the bulletin issued on 25th September 2013.

 

It was agreed that the bulletin will be rescinded and the agreement made will still stand.

 

  • Agree a procedure to resolve the Pre-alert driving issues or refer to ACAS for binding arbitration.

 

The Trust is going to issue further guidance regarding responding on pre-alerts and UNISON is taking legal advice around the instruction, please abide to the instruction in the meantime and we will keep you updated.

 

  • Agree to ensure that 111 members of staff are governed by YAS policies and procedures not hybrids written up without UNISON involvement.

 

Keeley Townend agreed that all 111 members should be governed by YAS Policies and Procedures.

 

  • Stop harassing AEMT’s regarding Paramedic training and adhere to the workforce plan.

 

It was agreed members who are AEMT’s will not be harassed into becoming Paramedics however, in order to plan future training, the trust feel they need to ask Technicians what their position is in regards to the issue.

 

  • Continue the current procedure of not allowing any ECA’s to work together under any circumstances, it has to be band 3 work for band 3 pay.

 

It was agreed that two Band3 ECAs should not work together and that a review of the role is necessary. 

 

  • Adhere to the allocation of relief policy within the EOC.

 

Agreement was reached that the relief policy should be adhered to.

 

  • Enter meaningful discussions with UNISON in regards to the current operational redesign proposals within agreed times and including an urgent tier.

 

Discussions have now started in regards to the Operational Redesign Proposals, UNISON has put forward members concerns following local area meetings. We will keep you informed of any developments and we would liker to thank members for their continued support.  

 

  • Abide to the agreement of no “private” A&E ambulances on the streets of Yorkshire.

 

The Trust agreed that no private ambulances should be used on the streets of Yorkshire but further discussions were needed around the extreme peak times, such as Christmas and New Year.

 

  • Adhere fully to all trust policies and procedures.

Unsocial Hours Issues

 

UNISON and the Trust have agreed to negotiate a process regarding industrial injury claims from members. Members have been asked to complete formal statements where they have witnessed other members sustaining an injury, they have been asked if the member was using the right equipment and using it correctly.

 

Many of these cases end up with solicitors and as such we feel it inappropriate for the trust to be asking for witness statements. Because industrial injuries have a massive impact on USH payments an agreement is now essential despite the fact that UNISON fundamentally disagrees with the removal of USH payments whilst off sick. In the meantime we would ask members not to sign any statements until this has been negotiated and agreed.
